Need help or advice. Scanner shows high voltage to TPS, diag shows voltage on both wires for TPS. Ground for TPS is good. I did confirm that the extra power is coming from the CPU. Any ideas?

Disconnect the tps use a volt meter to check the wires. What is your voltage reading ?
