Yes, the axle looks like it needs to be pulled back for clearance. Which doesn’t seem like there is any adjustment to do that.
As jjvw mentioned it would be nice to see it on the ground and then see where caster is set.
The caster needs to be aground 5 degrees, in your pics the axle looks very rotated forward, why it would be good to set it on its weight and check all this.
The problem with a radius arm suspension is it doesn’t maintain caster as well thru its suspension cycle as a 3/4 link.
So at full droop you are losing caster = axle rotating forward
Full compression you are gaining caster= axle rotating backwards.
