Jeep Wrangler TJ Torque Specs (1997-2006)

What are the torque spec for the bolts (4) connecting the 42RLE bell housing to the engine block? There are two large bolts on either side of the bell housing and 2 smaller (external torx) bolts at the top.

This is for a 2004 with a 4.0.

The factory service manual just says "tighten" them. And I can't find "transmission converter housing to engine block" bolt specs in the main list above.

I found this for a JK 3.8:

Any reason to think it WOULDN'T apply to a TJ 4.0 as well?

So, what about the 13mm bolts that go into clip-nuts/speed-nuts, and hold the fenders to the grille? There are about 6 on each side of the grille, accessed from the front wheel wells.

Or are there no torque specs for bolts that thread into speed-nuts? My 97 FSM doesn't provide any info.
