Heat wave and hot air blowing at my feet

So with temps in the high 90's in CT this week, I decided to put my top and doors back on. When I turned on the AC I started getting Hot Air blowing at my feet, no matter what position I set the controls at. The Air is ice cold from the dash vents, but will be blowing hot air at my feet at the same time.

I checked all the vacuum lines in the engine bay and at the two actuators on the drivers side, no leaks. The arms on the two actuators seem fine and move when I disconnect the vacuum lines. I can't see the third one.

I was thinking this may be a blender door issue, but then why would I get ice cold air from certain other vents. Wouldn't it be all hot or cold??

Does this sound like a bad ac/heat control unit?? Any other suggestions?
 
One quick fix might be a bypass valve for the heater core.

My 97 roasts my feet...you sure it's coming from the vents?

I have the same issue. Jeep is parked, ac on cold but hot out the floor vents. Actuator works fine. Removing the actuator to test the floor door by hand yields the same results.

The airflow reduced some when the floor vent is not selected and reduced flow somewhat when floor vent is not selected. Did this before and after I replaced the heater core. When I had the box out I didn’t notice anything blocking any doors etc.

I have the floor vents plugged for now
