I was just caught in a heavy downpour in town. I felt a drop on my knee and then saw that there was water dripping down where the windshield frame meets the roof. I was in a parking lot, so was not going fast, but may have been facing into the wind. I went into the grocery store and when I came back out there was water on the odometer lens and on the floor mat. Seems to be just on the driver's side.

Odd thing is that I was caught in heavy rain in the mountains a few weeks ago and was pleased because I didn't find any moisture getting through.

Is this a common issue? Is there a solution?

The big photo below shows a single drop on the window frame when it first started. The odometer and the floor mat are when I got back in the jeep.

There is a header seal that fits between the windshield frame and the hard top/soft top.
The rubber material becomes less pliable over the years and shrinks which is what causes the leaks.
I had a similar problem that I searched for the leak for almost two years before inspecting the header seal and found it not very pliable.
I purchased the Mopar OEM Header seal (55395101AC) which is made of an upgraded rubber material, is thicker than the original and has a larger lip overhanging the windshield frame.
DO NOT cheap out and buy one of the Chinese knock offs.... they don't fit right and you will still have leaks.
