The replacement bosch 67655 pumps for your early TJ is available again now, but you may have to do a little searching to find one in stock.
The pump is spring loaded and needs to be pushed down while installing. Put the o-ring on the tank, slip in the pump assembly, aligned properly with the markings on the tank, and being sure to not damage the level sensor or float, then install the collar. That's the tricky part, getting the collar started without cross threading it. Every time I've reinstalled the pump it took at least a half hour of farking around with that stupid collar til I got it on just right. A second set of hands can help keep the pump compressed onto the o-ring so you are not fighting the spring pressure while getting the collar threads started.
