Trunk tie downs

How would i remove the tie downs from the back cargo area of my tj ?
I would like to build a tool box flush to the floor.
I cant tell if there is a torx bit head in the head of the bolt.

The footman loops? If so im fairly certain you have to drill out the rivets that attach them

Drill them out. I drilled mine and installed nutserts for my tool box
