It's just a tie-down, right?

I'm sure this is just a tie-down point, but wanted to see if it had any secret use hidden to the newly- or un-initiated. I am going to build a box to put behind my seat to store my most important road tools and such and they will be in the way. It's right at the bottom of the back door. I can either cut out a notch for the box to fit or just remove them. I'm inclined to remove them.

I made the box and ended up just notching out a spot on the bottom, so was able to leave them in.
