Key turn 1: crank but no fire. Key turn 2: no crank at all

I have a 6 cyl 1998 Jeep Wrangler. I cranked it in the morning and as usual it never fires on first key turn but always on 2nd. So turned key back to off then back on to crank again - absolutely nothing - no crank at all.All dash lights are normally. Battery is good, I replaced the ignition switch block on LHS of column (fiddly little thing but got it done and have the "normal" springy key feeling) but still - no crank at all. What is the likely issue here? Is it a bad starter? I mean vehicle never moved before key turn 1 and key turn 2 so I doubt a connection failed and when I look at starter I see the cable connected tightly..
 
I might be in a rush reading it but your explanation is a little unclear.

Your ignition actuator pin could have failed.

Could be a failed starter.

Use a jumper wire from positive to the starter start terminal. See if it cranks like it should.
 
Also your fuel pump is getting weak. Might want to get a test gauge on the Shrader Valve on the rail and see what you've got. It's clearly not holding pressure.

As mentioned by @Link put the key on run, emergency brake on, transmission in neutral or park and jumper the little post to the big one.
