Is this rust or just dirt?

When I bought my Jeep with 58k on it, I changed all the fluids. Coolant was clean and clear but I flushed it all anyways for peace of mind.

Fast forward to now with 82k on it. Coolant (G-05 with distilled water) is still clear, but there’s a visible buildup of gunk on the inside. Some of it came off on my glove when I was feeling around. I can’t tell if it’s dirt or rust?

Just old residue working it’s way out , may need to do few more flushes ..,hot water cleans .

If only I lived my whole life somewhere that I never saw enough rust to even know what it looks like.😜

Whatever it really is, I don't think you have enough of it to worry about.
Born in Tucson, lived in Arizona my whole life. That dark reddish brown makes me want to go cry in a corner. My jeep spent it's first few years in wisconsin. I spend a lot of time alone in my room with the lights out.
 
I see a rust on the serpentine belt wheel sprocket bolt.
That will spread out allover when spinning.
POR-15 is the right paint, buy a gallon for future use.
