Ignition switch question

My 2003 TJ recently started giving me trouble when trying to start it. I put the key in and turn it to start and I hear a relay click (sounds like it is near the glove box) so I turn the key the complete opposite direction and turn it back to start and it starts, every time. I replaced the ignition switch and still have the same condition. Not sure what to check next. Any advice will be greatly , thank you.
 
My WAG is that click is the fuel pump relay. The reason you don't hear it the second time is the pump has built pressure from the first time you turned the key.
 
Thanks for the advice and ideas. The battery terminals are good and clean and the voltage is plenty good. The starter jumps to life with no hesitation or dragging each time I hit the key. The thing that I’m concerned about is why do I get no starter , but I hear the click of a relay so, I turn the key the complete opposite direction and back to start and everything jumps to life and all is normal from this point. I’m not sure what to check next. Thanks, again for the help a suggestions.
 
Maybe throw another switch at it.

Maybe remove the switch from the column and see if you can replicate the behavior minus the key and pin to see if you can eliminate them as causes.

You get a click but no starter whining?
