Fuel smell while driving

I have a 2004 Jeep TJ. I am getting really bad fuel fumes smell in the cabin while driving for awhile. Did a smoke test a no smoke could be seen. Fuel system holding pressure after turning off the smoke machine. Open fuel cap and the pressure releases or Pull of the smoke hose at the purge control valve while under pressure and pressure releases. Has anyone had an issue with the canaster getting so saturated that it cant absorb anymore vapor. I was bad many times when refueling and not stop filling after the first click. No MIL on but I am in Phoenix AZ and don't believe the systems does the leak test when its as hot as it is here.
I do not think its a fuel leak as I see no signs of any and engine fires up instantly on startup hot or cold. I've had issues with hard start before due to a bad fuel pump check valve so I am sure the fuel system is not leaking.
 
What's the temperature before, on and after your catalytic converters?

See if you can shake charcoal out of your evap canister or solenoid.

I know you did the smoke test, and I would check the fuel return lines, tracing them all the way back to the fuel tank.

Looks like I resolved the issue. It was the purge control valve. I replaced it last year as it was sticking open so I assumed it was okay.
While checking it to make sure there was no charcoal in it... which there did not appear to be, I decided to see if maybe it was sticking closed and not purging.
When I energized the solenoid there was no click and could not feel any movement of the solenoid but I did see a little arc when grounding the jumper(indicating energizing). I attached a hand vacuum pump and applied vacuum. The valve held pressure but when I energized the solenoid again the vacuum would bleed off very slowly. Appears the valve is sticking and is not opening completely and or very slowly. I purchased a new valve and it clearly would open and drop the vacuum almost instantly when energized. Been driving for 3 or 4 days now and no fumes!!! Yaaaaaa
