I am having a problem with my 97 TJ. The rear drums are sticking, dragging. All new hardware, new wheel cylinders, brake cables. Flushed the fluid and bled all lines numerous times. I never use the parking brakes so that is not an issue.

I also have noticed at times when I brake, it feels like the front driver's brake is not working causing the Jeep to pull hard to the right. I am at a loss. Master cylinder? I saw no brake fluid leaks where air might enter the system.

I have read about people having issues with calipers. The back is a drum system.

Pull the flex hose that runs down the rear upper control arm. Peel open the bracket that goes around the hose and see if it has pinched off the flex hose due to rust.

Looks like you are a new kid on the block, welcome. Been here a few months and I have found some great advice on this forum.
I found all the factory manuals here on my TJ searching these threads.

The front sounds like a sticking caliper.

Assuming that when you installed the rear shoes you adjusted the star wheel correctly?

Check one thing at a time, and start with the simple stuff, so do what blain said above. After that, verify that you have the primary shoe forward.

I suggest using the park brake for many reasons, one being it will help keep your drums in adjustment.

Did you also replace the front hardware? Each axle should be treated as a separate issue here.
