97 Wrangler will not start on first key turn

97 wrangler 4.0 manual transmission. When I start the jeep, hot or cold, I will floor the clutch and then turn the key, for nothing to happen. I release the clutch the press it again, and then it starts. Sometimes it’s the second or third time, others it’s the sixth or seventh. Looked at the pedal underneath, the push rod has a notch in it, probably the OEM along with wear and tear. Haven’t checked the sensor, haven’t checked the full master/slave cylinder, but for sure the master needs to be replaced to fix the push rod. Would that be the only solution to the problem, or is there something else I should look for first?
 
Try putting a fuse in 20 to bypass the clutch switch or jumper out the clutch switch under the dash.

Might be your actuator pin or ignition switch.

What about the push rod? Where there's a notch in the loop where it connects to the pedal, do you think that also has anything to do with it, or should it not matter?
