2004 Rubicon tailgate wires

So why the fuck do I have wires coming out of my tube going to the tailgate ?

I was following my Jeep the other day and noticed the 3rd break light was non-op. Installing my CB, we took the metal contacters out to thread the CB wire though. The other wires were already there. I wonder how long my 3rd break light has been out ? @Alex01 @bobthetj03 have y’all remember seeing it not working?
Well all in all, both break lights work and the wiring for them is on the driver side and not related to the wires above.
So. I’m moving the CB to a proper mount. Getting the metal contacts back in. So help me out here guys.
1st. Can I just cut the damn wires and be done with em ?
2nd. Where do the wires coming down from the 3rd break light connect to?

I didn't notice but that's definitely your third brake light wires.

I know they are for my 3rd brake light. I pulled the grommets and the PO has it all wired like crap. The wires tube side should connect to the metal tabs That make contact with the metal tabs on the talk gate.
