Can these fenders be changed back to stock without patching body holes?

Most likely. I think most aftermarket fender flares reuse the factory holes. You could have some rub marks in the paint though that might be visible when you go back to factory flares since those seem to be a little differently shaped.

What Tom said, plus you might have some tape residue to deal with, but that's not a big issue. Just pull one and see how they are installed.

Might be well past that, or past far enough that factory flares will go back onto the original rub marks.

Cutting compound and a buffer if you want to get marks out.
