Solenoids are reasonable, like 30 bucks. Easy to test. Might be wiring and/or plug (looked a little rough)
Do you have a remote and is it old or new ?

It's an older remote but I figured if i heard a click from the winch it wasn't the remote.
Why not 1988?
Serial number is 100k, if 88 would be in the 300k's
