I am looking for a rack for my '99 Wrangler TJ, compatible with hard and soft tops. Easy to find but not clear in regard to whether or not cross bars are removed to install/remove hard top or to open/close soft top.

Suggestions would be much appreciated.

I have one of the Gobi racks that I use with my hard top and soft top. I'd say that it's probably the highest quality and best designed rack for the TJ. You are able to undo a few bolts and flip the whole rack back to change between hard/soft tops, but it probably isn't the best if you are looking to fold down your soft top frequently. When the rack is in place, the cross bars and grated area are in the way to fold down the soft top - I know they have a quick release attachment to make folding the rack back even quicker/easier, but it would still be quite annoying if you plan on taking the top down often. I don't believe there are any options for a rack that allows you to fold down the soft top without having to either remove the cross bars, flip the rack back or remove the rack. If you don't need the rack year round, I'd suggest looking into the Surco J500 and using it only when you have your hard top on. If you need the rack year round and want to be able to drop the soft top, I'd look into Gobi/Garvin (Gobi doesn't require any drilling) and maybe look into a frameless soft top and figure out how much of a hassle it would be to remove that with the rack still up. Over the summer I run half doors and remove the rear windows from my soft top and haven't missed being able to fold down the soft top due to the Gobi rack.
