Where does this rubber boot belong?

I found this rubber boot tangled up in the wiring harness at the rear of the valve cover, stuck between the bell housing and the body.

Does anyone know what it goes to? My guess is the cowl drain.

I really don't see the need to put the boot back on. Seems like it would cause more harm than good as far as slowing down the flow of rain water and allowing debris to clog the drain. If it was meant to prevent engine compartment air from going into the cowl area, it doesn't seem like it would do a very good job of that anyway.
