Keep seeing reference to the “POWERTRAIN VERIFICATION TEST VER” inside the 2004 FSM. What is it? Can it only be performed with the $2000-3000 Chrysler DRBIII tool?
The Powertrain Verification Tests are in the Powertrain Diagnostics Procedures Manual. I have that manual for my 2005, and there are six tests (Versions 1 to 6). Each test is different, and some do use the DRBIII. There are other Verification Tests, too. Here are the six Powertrain Verification Tests for the 2005 TJ:

I bought a DRBIII for that reason. @Steel City 06 recently posted about a scanner that can do the relearn procedure for the cam sensor, so that may be a cheaper alternative...

Yup. The Autel scanner does the trick for about $470. P0016 cleared and everything runs much better after a number of drive cycles.
Unfortunately still not as cheap as I would like, but better than buying a DRBIII emulator.
It does work on just about any car made up through 2023, so it can be useful in other cases as well. It will do tire speedometer calibrations on most cars, but unfortunately not the TJ. Also does throttle relearn on newer cars.
