Does anybody know why the the two seats on the left came with the same year TJ’s
They seem to be the same at the base but different once you get to the split headrests, can’t seem to find any seat covers that match the bottom left design.

They seemed to have changed over to the top right design from 2003 onwards.
 
First I've ever seen of those seats. Being as thought the steering is on the right side, it's obvious that is a foreign market thing (just not sure which country), and likely has something to do with safety compliance laws for that country.

I'd like to find out more though, since this is the fist I've ever seen of it.

I'm referring to the seats in the bottom left picture by the way. The top left are 97-02 seats, whereas the top right are 03-06 seats.
 
My 02 Sahara has that bottom left design and I have seen them on other uk wranglers of the same year the headrest is height adjustable. Maybe check with @Kiwi TJ to see if this is a right hand drive thing ?

From what I can see they ran these seats with the split headrests over here from late 2001 (51 plate so basically 2002 model) to 2003. Could be some law that was linked to the headrest on the older seat design being too low. Not sure though as everything I have tried to look up on car seat laws here are linked to child seat regulations

Very strange. I was right though in that it's a foreign market thing. Here in the U.S. we only had the 97-02 style seat, and the 03-06 style seat, that's it.

mmmm very interesting not seen those seats out here sorry mate cant help..Mine is a '99 and has the seat similar to the first pic your posted.
