TJ Build Project with P0353/Misfire - Advice Needed

Quick Background. I've built several CJs and YJs, but decided I wanted a TJ project. Last Spring I found an 03 TJ in great shape, but it needed a lot of mechanical help. I spent the last 6 months getting the body straight and painting, rebuilding the engine, trans/transfer case, axles, suspension, brakes, ... you get the picture. When I bought it there was an 0353 code and obvious misfire, but I figured I would deal with it if it was still an issue when everything was rebuilt. Well, everything is rebuilt and it is still an issue. I have also spent a significant amount of time reading previous posts on the subject. I'm hoping someone can help me figure this out.

So, here is what I know:

- The crank and cam sensors, as well as the coil pack, were replaced by the previous owner. I replaced all 4 O2 sensors.
- There is no spark coming from coils 3 and 4. Normal spark at 1,2, 5, 6.
- When cranking with the coil pulled, there are normal pulses coming from driver 1 and 2, but constant 12v current coming from driver 3 - checked at the back of the coil plug.
- I made sure on engine install that all grounds were clean and secure.
- When testing the coil, there was normal resistance between all the paired coil outputs - 1-6, 2-5, and 3-4. When testing the resistance at the plug, there was 1.5ohms between the output and driver1 and the output and driver 3, but the resistance between the output and driver 2 was only .8ohms.

I would love to believe the coil is the issue, but the constant (non-pulsed) power coming from driver 3 is concerning. Any advice from the group? I sincerely appreciate any help in advance!
