I just realized there a rubber which looks like it doesn't belong there, am I wrong?

Its the tie rod end boot to help keep grease in. Yours looks to be torn.

Yes, or replace the tie rod end if it's worn.

Yes and no. Pop the tie rod end out (not off) then remove the metal band holding the boot. Clean rod end/ball, apply grease, new boot, then install metal band and reinstall tie rod end.

It's not critical to replace the boot, just give that joint occasional shots of grease.

Be aware, very aware that it is very common to hit the brakes hard, compress the front suspension and then have grease from those grease boots get squirted onto the brake rotor. That will cause a very hard pull to one side and while it fixes itself in short order after a few more stops, I would not want other vehicles beside me at speed when that happens.
