Stock air locker question

I recently swapped my non-rubicon axles for rubicon axles with stock air lockers. My front axle locks up no problem, but my back won’t lock. I’ve tried swapping pumps, replacing air lines, using an air compressor, replaced the pumpkin and air actuator, etc., and it still won’t lock. I’ve also watched it with the pumpkin open to see what it does and the air actuator appears to inflate property and push the locker mechanism to locked position but it does not lock the axles.

My question is has anyone experienced locker issues that were mechanical in the pumpkin (and it axles) and had nothing to do with the air lines or actuator? And if so, what was the issue and solution?

Both the axles and jeep are 2005 (if that matters)
 
When you lock it with the rear off the ground what does it feel like if you turn one wheel and somebody else turns the other one? Or put one side on the ground.
Only thing I can think of is the teeth are gone.

When I “lock it”, the wheels still spin opposite, and if you hold one the other will still spin whichever way you move it.
 
1 of 2 issues. Either the actuator is not engaging, or the limited slip has bit the dust and the helical gears are broken. Latter being common on the stock lockers. They're not serviceable. Most here will recommend ARB air locker or an Eaton electric.

That’s helpful, I have two extra stock pumpkins with stock lockers so hopefully between the three I can cobble one functioning locker together. I know at some point I will need to upgrade to ARB, but trying to avoid it for the time being.
