No matter what you decide please make sure it is secured well. I cant imagine a 35 or 37 inch wheel and tire flying forward in an accident..talk about a headache

I built a platform in my LJ the uprights fit into the rear seat tracks the deck fits down on top. I use 4 turnbuckles from the factory tie down points up to the deck. There are tie down points on top of the deck bolted to where the turn buckles attach. I can put my camping gear on top of the tire if need be. It will all come out in less than 10 minutes and I can put the seat and seatbelts back in. I raised it up enough to fit a quart of oil standing upright underneath. I keep spare parts, tools, air hose and tire repair, and 2 fold up chairs underneath. I can get some pictures tomorrow if you are interested.I was thinking about a basket over top if flat to keep weight down, bad idea?

here is what I ended up doing. The 37 lays flat in the tub. I used the existing treads that were used for the seat belt bolts and dropped eye bolts in. in the rear I used the child seat restraints.

The 37 fit in there nicely! Did you have to remove the side brackets for the rear seat that were bolted to the tub?
Has anyone mounted the tire in the back but parallel to the direction of the jeep? 90deg from what @Dick_Slade did
