Its a CJ8 unless its some reproduction. And no, they didnt make them in 97.
Leaf springs, CJ grille, scrambler hard top.... Why would you think it's a '97?
Nice rig who ever it belongs to. Love to have me one. 
The early (pre-'72) CJ6 was 101", then it went to ~103" which is the same for CJ8 and LJ.
Also the later Jeep Commandos. The 103" is also close enough for the Willys Jeep Wagon to fit on a LJ frame with minor alterations.
I was looking for a CJ6 when I found out about the LJ. Never did find a CJ6 close enough to go look at before I got my LJ. My previous Jeeps were CJ5s and I wanted something with a bit more room in it. And all the CJ8s I was finding with either out of my price range or rusted out.
