Rollover vent broken or unplugged?

I have a CEL and the smoke test showed an evap leak above the tank. I haven't dropped the tank, but poking around between the frame and body, under the fill tube - I can see the issue:

...is it a broken rollover valve, or is it just unplugged?

Can't tell. It's not hard to drop the tank. Plenty of stuff to check as you're doing it.

The fuel tank? No, six 1/2 or 13 mm bolts. Drop the tank a few inches...I balance mine on a floor jack. Disconnect the fuel filler neck. EVAP, fuel line and electrical connector. If any of those stick clean them up with your favorite lubricant.

No, I was asking about the plastic fitting on the evap line...
