Rear seatbelt anchor bolts?

My new-to-me ‘99 didn’t have the left rear seat bracket when I got it. I bought new brackets and am preparing to properly install the rear seat. I noticed today that the lower seatbelt anchors are different on each side. The right one is extended with a rubber bumper attached to it while the left one sits flush. Is this correct or do I need to hunt for more parts?

I just replaced one of my side bolts and initially had the same question. And now I don’t remember exactly why, but when I was doing the job I was like “oh yeah, that long shoulder & rubber washer totally do matter.”

Maybe you can look and remind me why.

I’m wondering if the latch being on the left side only is why the bumper end bolt is on the right side only?
 
Oh I misunderstood. I’m pretty sure both sides need the shoulder& washer. The middle belt bolt is just a normal bolt as pictured.

I’m thinking I probably need a longer one for the left side also. I just need someone to confirm. Odd that only one side has the bumper. But again, there was no bracket at all there so it’s a mystery.
