Mopars official fix:
Tools: Phillips, 15mm, pliers, channel locks, loctite.
1) remove lower steering column cover (knee blocker) - 2 Phillips screws
2) remove the 2 springs on rt & lt sides of steering column.
3) open tilt release lever and allow column to drop to full down position.
4) using channel locks, clamp on tilt stud on left side of column.
5) using 15mm box end wrench, turn the torque nut 1/4 of a turn ( CRITICAL- make sure stud is held securely with channel locks)
6) check tilt lever effort, should be 3lbs to unlock and 16lbs to lock. If effort is still low, tighten the torque nut another 1/4 turn. Check the tilt fuction several times moving it up and down and locking and unlocking. There should be SIGNIFICANT improvement.
7) apply 2 drops of 290 loctite to stud threads (partial cure 2 hours, full cure 24 hours.)
8) move column to full up position and lock lever ( should feel tighter) and reinstall springs.
9) reinstall lower steering column cover.
