No start with fuel gauge or voltage gauge

1997 wrangler with 2.5L manual transmission

Had to replace the evaporator and heater core. So I had to remove the dash and the air box. And then replaced a seal the steering gear box. To purge the air from the steering fluid, I turned the steering but had to do so with the ignition on. I forgot to turn the ignition off when I reconnected the battery cables. The fuel pump was running/priming but it seemed to take an abnormally long time.

Did I short out something? Fuse or PCM?
 
So it turns over but doesn't start?

What happens if you spray something flammable in the throttle like starting fluid or brake cleaner?

I'd definitely be checking all the grounds you could have messed with... firewall, both dash speaker covers and under the driver's kick panel.

What's the battery voltage and so you have it on a charger?

Correct it will turn over but not start.

It might a loose ground but I didn’t undo any of the wiring for those systems. It was basically unplug and plug deal. The light on the gauge cluster still work which makes me think its not a ground issue, at least, with the cluster.

I’ll try the starter fluid and check the battery voltage with a multimeter.

Fuel pressure doesn't mean the injectors are firing.
