Left turn signal blinks fast

I spent some time looking on the forum and couldn't find exactly what I was looking for: I recently bought a '99 and when I turn on the left turn signal it flashes fast, but the right blinks as it should. I went around the left side and replaced all of the bulbs one at a time and it didn't fix the issue. I'm leaning towards the signal relay being the issue. I also have an issue with the left turn signal light coming on the dash when I step on the brake but only when my lights are on. Does the relay sound like a good place to start and what could some other potential problems be?
 
Do the left side blink, just fast? Including the front fender marker light?

Or do they not even light up?
 
So basically you have hyper flash with the left turn signal, but not the right.

That to me sounds like a wiring issue, potentially a ground. Have you inspected the wiring very thoroughly? By chance does your TJ have aftermarket taillights or taillight guards?

I have not gone too in-depth yet, wanted to see what i should do before taking things apart too far. All of them appear to be stock style. None are LED, but it looks like the previous owner tried to chase down the problem and the inside of the taillight looks fairly new

I think it's time to start looking at wiring. If everything is stock and the bulbs are correct, my bet is on a wiring / ground issue.

Thanks. Will look into it tomorrow and come back with any more questions that arise

I have seen some weird stuff when the wrong bulb was used, or when a bulb that worked and looked fine had the element wires crossed up inside, like a tail light with two elements. But you said you replaced all the bulbs, so you can most likely rule a bulb out. I think you may have answered you own question when you mentioned that the turn indicator comes on when you apply the brakes with the lights on. I would have to look over the wiring diagram to be sure where, but that would indicate feed back that should not be happening. either a diode or diode in a relay would be suspect if those are in the circuit. With a diagram trace the turn and brake inputs on there way to the bulb and where they join is where I would look.

Chris sounds right on the money. I had same issue with my 99. When you applied brake the dash arrow would light... Sometimes stay lit.. Like chris said i checked all grounds and i replaced turn signal mulit switch with spare one i had.. Did it all at same time so not sure which solved the conundrum..lol
 
I found that in one of the grounds to the grille, the wire had broken away from the connector and was only held on with the rubber wire housing.

I had a feeling it was a ground issue.
