How much rust is too much?

I'm looking to purchase a Wrangler as a second vehicle just to cruise around in. Not looking for anything fancy. I'm somewhat familiar with Wranglers as I had a couple in my younger years but not confident in my ability to evaluate rust underneath. Is there too much to consider in these pics?

I don't think that's anything to worry about at all, other than the rust hole on the body that frame looks to have just some light surface rust. Take another good look if you're considering a purchase to make sure that the worst of it. There could be more lurking.
It looks like the fuel tank has been out recently, you should ask why.
 
the body rust is in a typical spot. It doesn't affect the safety of the vehicle. For something to cruise in, that rust doesn't appear to be worrying. Check the floorboards under the carpet if it still has carpet.
 
If that was here in Maine I would say go for it. Being that you are in TN try and find something that has less rust. That one looks like it spent time in the Rust Belt or time on the beach
