Horn going off when replacing blown fuse

Why is my horn going off when I am replacing blown fuse for it?

Sounds like there’s a wiring issue. Have you inspected the connections on the horn?

Hey Chris it's been awhile!
Yes the wiring is all in tact. I didn't even know the horn wasn't working until I took it in this morning for my annual inspection. They passed it but said to get it fixed. The only thing I can think of is I went through some high water which stalled me out 4 months ago but everything looks good with wiring
