ok my head lights are not turning off even when the key is removed,also signal lights arent working or even turning on in cluster.high beam light on cluster stays on even after both plugs removed from switch,switch is new any help will be appreciated

I wouldn't expect the key to kill the lights.

Check the Relay: Sometimes a faulty relay can cause headlights to stay on. Locate the headlight relay in the fuse box and try swapping it with a similar relay to see if that resolves the issue.

Inspect Wiring: Look for any frayed or damaged wires that could be shorting out. Pay special attention to areas where the wiring harness might rub against metal or where it could be exposed to moisture.

Ground Connections: Make sure all ground connections associated with your lighting system are secure and free of corrosion. A poor ground can cause all sorts of electrical issues.

Headlight Switch: Even if the switch is new, it could be defective. Sometimes aftermarket parts can have issues. If possible, try testing with another switch or go back to the original to see if that changes anything.

Fuses: Double-check the fuses related to the headlights and signals. A blown fuse can sometimes cause erratic behavior.

Check The FSM Wiring Diagrams: You can find a free copy of the FSM with all the wiring diagrams here.

Chris, You have way more seat time than me in a TJ (I have like 3 hours before the teardown and the battery isn't in it), but even in my late model trucks I can turn on the headlights without them keyed on. From the diagrams that's how I read the operation, too.

Not saying something else isn't wrong, just saying I don't think the key has anything to do with it.

I think you're right because on every TJ I ever owned I could turn the headlights on without a key as well.

The key has nothing to do with it.

Yeah they should stay on with the key removed
 
I wonder if we're seeing an export compatibility issue with OP's canadian rig.

The Highbeam indicator comes from the DRL module, and it looks like the DRL wiring is different for exports.

It was the Drl module
