Front Sway Bar Link Broken

I recently bought a 06 TJ as a project vehicle and am really getting into it. I have decent car knowledge but this is my first experience with 4x4/off-road/lifted vehicles so I am soaking in as much as I can so that I can do what I want with this vehicle.

I recently noticed the sway bar link on the front ps was broke. Not sure how it happened or when as I have only owned it for about a month but this will be my weekend project coming up. I have a few questions if anyone can help me out. Even though I know removing the front tire isn't nessessary, I want more access to work. My question is after reassembly is it best to lower it to the ground and torque everything to spec with full weight on it, or will everything align properly without the weight. Also, if I do need full weight is it best to shimmy the steering wheel or anything to let it come to rest in a natural spot or is that more for track bar alignment? Any quick advise?
 
I don't think the sway bar link is that critical but I probably would torque everything as you stated once it was on the ground and on its own weight.
