Not really many shots of the frame, itself, Ed, but from what can be seen in the pics, it looks pretty good. It would be a good idea to stick your finger into any of the larger (factory) holes in the frame and feel for any heavy scale rust, or to feel if it's packed full of sand/dirt/mud. It might tell a better story of what the rig has seen in its life, or more than the seller will share. There are some sizable holes where you can do this safely, and not get your finger stuck. :) Also, see if you can see any evidence of corrosion where the skid plate for the transmission and transfer case mounts to the frame.
To be honest, from what I can see, it looks pretty clean, but again, it's kind of hard to be sure with so few actual frame shots.

Doesn’t look like it’s been wheeled. Frame looks almost new. Is the frame just cleaned up or re-painted? Hard to tell bc it looks so clean. What states has that Rubi been in?

To me frame looks like it's been repainted. There's some rust starting around the drain holes and you can see some of the overspray and runs. Not that that is bad, just a note.

Like squatch said, stick your fingers in some holes and see what if you feel any big scaly rust. I wish I had done this when I bought mine. Mine isn't bad, but it's not as clean as the exterior would suggest.
 
It seen it's best day.
But you can fix all the rust because it did not go through the metal yet.
So if the price is right, hurry buy it and start wire brushing pronto!
