I have a funky issue like this this with both my doors. From what I can tell, there is a Z shaped bracket that goes on the lock cylinder that the rods attach to. Sometimes that Z shaped bracket gets a little out of shape and binds when the rod pushes or pulls against it. Maybe as the plastic connectors age and flex. Not sure.
For me, the passenger door only locks from the inside, will unlock from outside and inside. Driver door only locks and unlocks from outside... I basically don't ever lock it because, really the windows are made from vinyl half the year anyway.

bad lol. i bought this as a project from someone who neglected it severely. so its a work in progress.
i have a fresh set of delrin bushings to put in. also have a set of brass ones but not sure which to use. used delrin on my jku.
ill def check that part out. is that the small tab on the lock that the rod is fitted to that goes down to the door mechanism? i tweaked it a bit and got it to lock kinda. strangely enough, my door lock cylinder hole doesnt go back to 12 oclock positon. locked is left, unlocked is right. strange eh?
