Chime not working for headlights on/key-in/seatbelt

I have had this issue since I got my jeep 7 years ago but just recently have really begun looking into it now. For reference, the chime does appear to work as it beeps on start up and for gas light, unsure if it does for check engine or others as I haven't had it come on yet.

This is a '98 Sport with the 32RH.

I have done all the diagnostics from the factory service manual and got continuity in all places I should and no continuity where there shouldn't be. I did the diagnostics for the headlight switch, key in switch, and seatbelt switch (thought I don't really want to fix the seatbelt chime). I then did all the diagnostics for the corresponding pins in the instrument cluster for key-in switch sense and seatbelt switch sense, all good there too. I inspected the cluster circuit board and saw no damage or burn marks either. I then tweaked the pins to make sure there contact and still nothing.

Does anyone have any similar experiences and/or know if it could be anything other than the cluster itself?

My fuse 4 is functional and all interior lights come on when either door is opened as well.
 
Mine doesn’t work either unless I turn the headlight switch all the way to the right or left (can’t remember) to where the sound bar light comes on. I haven’t figured mine out either, but suppose I haven’t cared enough dive into it.
 
Mine doesn't work no matter how I turn the knob. Last couple things to add, I did replace my headlight switch a while ago and I do remember the chime going off once because I was confused why it beeped but never again. I do still have the old headlight switch that I could throw in to see if that makes a difference but I did verify the new one works with a bench test.

Only reason I have been pursuing the issue is because I have killed the batter a couple times recently by leaving the lights on, not sure why its happening now and hasn't been an issue in the past.
 
Check fuse 4 in the glove box. I don't think they changed that through the years so somebody correct me if I'm wrong.

The chimes at ignition on are the only seat belt warning chime you get. If you fasten the seat belt before turning the ignition on the chimes will not sound.

The lights on and key-in switches that ground via fuse 4, are connected in parallel, so either should set off the chime if the door is opened.
The wire for these switches in on a third wire at the driver door switch. Might be worth pulling out the drivers door switch and seeing if there are three wires connected.

The wires at the drivers door switch should be yellow from the courtesy lamps.
Yellow/black which is the ground via fuse 4.
The wire from the headlamp and key-in switches is black/light blue. The same colour wire will be at the headlamp switch and ignition switch.
If that wire has been cut those two chimes won't sound.
The other way for somebody to kill those two chimes would be to cut the light blue wire at pin 8 of the cluster C1 connector.

I did not know that those beeps are all I get, thats great to know!

I have done a few continuity tests at the headlight and key in switches with the door open/closed and was getting continuity when the door is open. I have not pulled the switch since the service manual told me not to but that will be my next step.

I also plan to hook the battery on with the cluster out to test the voltage at pin 8 with its ground. If the cluster is the issue I plan to pull pin 8 and wire it to an aftermarket chime. Probably not worth the effort but I have put enough time into the diagnosis that it will bug me to not have it fixed.
