Brake Noise

I have a 97 tj. I had new drum brakes installed a few months back. The mechanic said at some point that they would need to be adjusted. I started hearing a rubbing/scrapping kind of noise when coasting and applying the brakes. I adjusted them, but the noise persisted. I took it to a guy to let him adjust them, but the noise was still there and I think worse. So I'm not sure what the problem is.
 
Can you tell if noise is in back or front. Assumed it was in back since you had new drum brakes installed and thought something wasn’t right. Need to determine if noise is on front or back and go from there.
 
And, I'm pretty sure that your rear drums should be self-adjusting.

Assuming you apply the brakes while driving in reverse.

Assuming the self adjusters and all the hardware were installed correctly and are still installed correctly.

With my stick shift I have a bad habit of reversing and then shifting to first to start moving forward without much brake contact. That often doesn't give me enough auto adjust.
