Ok, so I replaced my brake booster and tested my check valve. The pedal honestly didn't get any better. I then replaced the master cylinder. I bench bled it and bled the lines 3 times, all new fluid coming out of all 4 wheels and no air. I checked the brake lines for leaks, and there were no leaks. If I push the brake pedal down with the jeep running then release the brake pedal it returns but not all the way and the brakes are still engaged until I lift the pedal to it's normal return location which then it stays until I push the pedal again.
