Brake issues

I have a 2002 Sahara with 175k miles. After the jeep sits for more than a couple of days the brakes become very soft, I believe this is due to loss of brake fluid. I then top off the brake fluid reservoir and go on my way... Brakes then become very stiff. I've noticed driving with stiff brakes the jeep slows down when I take my foot off the gas, also to give the car extra gas to go. Furthermore, with the jeep on an incline in neutral foot off the brake pedal the car does not roll.

Can I have too much fluid and pressure in the lines engaging the brake thus not allowing the jeep to roll freely ?
 
If you need to add fluid, there must be a leak somewhere. Look at each wheel for wetness. It could also be the master cylinder leaking into the brake booster. The leak needs to be repaired - it ain't gonna bet better as time goes by.
