Could outside temperatures be the cause of my emissions systems not being ready?

Hello all I am new to the forum so sorry if I'm in the wrong place. 2006 Wrangler Rubicon with under 35k. Just bought it and had to clean the battery terminals then off to have emmissions checked. O2 sensor heater inc. VAP inc. I have tried half a dozen or more drive cycles but no luck. My concern is that both of these systems are heat sensitive and most instructions call for cold soaking overnight. I live in Arizona and this time of year it barely drops below 90. Could this be the cause of my issue and these sensors never run proper tests because of the heat? Any suggestions? Help please.

The temperature is probably part of the issue with the Evap system not performing it's test as you state. The Evap system test will only happen on a cold start and the gas tank has to be between 1/4 and 3/4 full. It may take two or three tries to get the Evap system test to run.

As far as the O2 heater incomplete, there is a Service Bulletin that covers this. It may not have been done on your Jeep yet.

I have a 2006 that I bought a couple of years ago and the Service Bulletin hadn't been done on it yet and I couldn't get my O2 heater to show complete. Performed the work myself and the next time I drove the Jeep the O2 heater check showed complete!

Just to rule out some ECU communication problems; I would remove the four (if you have an automatic transmission) 32 pin harness connectors from the ECU, check the pins and clips for signs of greyish oxidation and firmly snap the harness connectors onto the ECU receptacles.

I have a 2005 Wrangler Unlimited that had same issues upon buying it. I could not get the readiness to complete until this service bulletin was done.

Dealership will actually warranty this for FREE. Jeep of Poway did mine, but unfortunely the tech was too incompetent and wired mine wrong causing a CEL. I ended up doing it myself as usual....
