Question about 2006 TJ bumper brackets

Howdy,
Just purchased a 2006 in what I'm hoping will be my last Jeep (had a YJ for 23 years). Have a question regarding brackets on the front bumper (see pics). My first hunch is that they were part of a towbar system for flat-towing. PO said he thought that's what they were for but he wasn't the original owner. Looking for confirmation and also, if confirmed, does anyone know what specific brand/model of towbar system they were part of or would be compatible with? Thanks for any help you may give. Glenn
