I remember seeing this the first time with 4runners and laughing. But some markets just don't need 4x4 or AWD and they can save a little money without all the extra parts.

Lot's of 2 wd. drive 4Runners and Suburbans in Texas . Probably in FL also , not everyone needs 4X4 to climb the Florida mountain like @Zorba.

A lot of utility jeeps were 2wd: postal jeeps, airport tugs, etc. Cheep and durable and cost efficient.

Some convert to 2wd for speed. Drag jeeps are light and quick.

Both of those have lots of sand beaches as well as mud where 4WD is extremely useful.

I have a coworker that drove down to TX to get a "great deal" on a Suburban. Winter shows up and they realize it was cheaper because it didn't have 4WD
