4WD not engaging

2002 TJ runs great in 2 wd. I tried to engage 4wd high and moved the leaver to the correct position in neutral. Nothing. The leaver will not go back to 4 H. I moved it to 4L not engaging that either. Leaver will not return to 4h position. Any help welcome. I am new to the TJ world it could be user error
 
Is the vehicle moving? It often needs to be rolling ever so slightly to get the transfer case to engage.
 
Are you pushing it towards the left? Or could be right downunder? Once it neutral you have to move it one direction or the other to shift it back to 4HI or 2WD.

Stock linkage?

Any modifications? Lift kit, transmission spacer, aftermarket skid pan,motor mount lift or body lift?

Pictures might help us identify problems!

Down under exactly. My shifter is reversed. 2H is down and 4L I up. I have tried pushing left and right as I move it down . It's not going anywhere. I will jump under it on the weekend and see if I can figure it out. I am still driving in 2H with no issue

As suggested once you've Looked at things take some pictures as it might help to identify any issues.

The fact you don't have 4WD makes me wonder if there isn't something wrong internally like with the shift fork or something.
