I have read that replacing upstream (sensors 1 on both banks) O2 sensors will improve fuel economy. Is it similar for the downstream sensors if replaced in pairs?

You mean will your fuel economy improve if you replace the downstream O2 sensor (s)? No. But neither will replacing the upstream sensor(s) if there isn't anything wrong with it/them.
Had CEL a while back but it was intermittent. It’s on now full time with the P code for Bank 1 Sensor 2 so I’ll replace the 2 downstreams as a pair. I have typical symptoms (as I understand) with high fuel burn and apparent loss of power. 2004 / 4.0.
It’s still relatively new to me vehicle so I’m trying to get a sense of “normal” fuel mileage. Thx
Normal = terrible lol. But yeah, if you are throwing a code, replace them. Bank 1 is upstream. Replace only with NGK/NTK. I'm not normally a big "OEM only!!" parts guy but for that I am.
Hold on...I may be easily confused however....
Bank 1 = cylinders 1-2-3...?
Bank 2 = cylinders 4-5-6...?
Sensor 1 = is upstream...?
Sensor 2 = downstream...?

NGK / NTK have been ordered.
The downstream O2 sensors have no effect whatsoever on how the engine runs, that would be the upstream sensors. However, unless your upstream O2 sensors are bad, you aren't going to gain any lost fuel economy.
I will add however that O2 sensors are general wear-and-tear maintenance items and therefore should be replaced as part of a regular maintenance schedule. I like to suggest replacing them every 80k miles or so.
Be certain to replace them with NGK / NTK sensors, and see this thread for more information:
