Why am I experiencing wheel hop from the front end?

I have a 2000 jeep wrangler with a 4 inch lift and 33 inch tires ive been fight with this issue for a little while now and thought I had fixed it but it came back. When I go close to full lock or at full lock with my steering wheel while backing up (in 2wd) the front wheels start binding and hopping. I thought I had fixed it when I found that the front track bar the previous owner put in was loose cause they didn't use the proper bolt causing it to stretch. I put a new/ larger bolt in and it seemed to help it for a while until a few weeks ago when it started doing it again pretty badly is it my alignment? Is it the bolt in the track bar again? Is it a worn out tie rod? Is it my steering box? Or is there something going on in my differential? Please help!!

Jack up both sides and see if they both spin the same direction.

No necessarily. Only if the locker is engaged. And if it is an auto locker, like a lunch box or something along those lines, it should not be engaged unless it is getting power from the driveshaft.
 
Check your axle ujoints, you could be in a small bind position as they rotate when the protruding ear will come into contact with cutout on the other, and vise versa. You'll notice wear on the insides of the ears/cutouts if this is the case.
