New to me 03 Sahara. First oil change and I noticed this under the hood. Is this supposed to be at that angle?

The strap should mount to a bolt at the rear of the Hood just above, just a ground strap. The 1st pic is your motor to frame mount and it looks a bit cockeyed so maybe the rubber has perished.

Ahh, ground strap makes sense. That is an easy fix. How huge a job is replacing the motor mount?
The mount looks like one of the bolts securing it to the frame has sheered. It is held in place by 2 bolts to the frame, plus the big bolt running through horizontally securing the engine to that mount. The Anchor brand is the generally recommended replacement option today. If it sheered, check that the kit includes the nut and if not, stop by the hardware store for one.

The passenger side is pretty easy. Just support the engine, unbolt and swap. The drivers side is not as easy, especially if you have AC. Chrysler put the bolt for the motor mount in from the front and it's too long to remove with the AC compressor installed. You will want to replace both because at this age the rubber mounts will have settled about 1/4". There are a few options to go about that. For the crooked motor mount, check your transmission mount. High probability they all need replaced.

Good suggestion! As shown, my own transmission (isolation) mount rubber was torn to the point of being nearly sheared, which I discovered during (42RLE) transmission service. I'd seen one broken stud, so had already purchased a replacement Anchor brand iso mount. No problems with motor mounts, though.

OP, that part is inexpensive (~ $26 on Amazon) and easy to replace but requires supporting the driveline and removing the trans skid plate for access. Damage to the mount likely won't be visible until that is removed.

Thanks, I'll take a closer look at it tomorrow morning. I've read up on it some and watched a few videos and replacing them seems pretty straight forward if awkward. I see that many people just cut off the bolt on the driver side and replace it going in from the back instead.

You can loosen the 3 bolts on the engine bracket, without taking it off. That lets you remove that long bolt, just clearing the AC. Reinstall it from the back. Remember to re-tighten the 3 bracket bolts.
