TV cable (kickdown) in or out for faster downshift?

Question: Do I move the TV cable slightly in or out to get my Jeep to kick-down sooner going up hill.

I've watched several videos on this and I'm feeling a little dense. "Shifts easy, hard, fast, slow..." Not sure how to define these... My 3 sp on 33s w/ 4.10s seems to shift perfectly... until I hit this long, steep grade on the way out of the city. Then, the Jeep struggles, loses speed, and has no acceleration left, but won't downshift. I can get it to downshift by pressing the accelerator all the way to the floor, but it seems harsh.
My other truck just kicks down a gear by itself.
 
I’ve got the 3 speed as well. I’ve wondered if you could just use the gear selector to select second gear when a downshift is needed, but haven’t tried it. If so, that may be a much simpler solution.

There is only one way to properly adjust the 32RH's TV (kickdown) cable... just taut enough so there is no slack in it but absolutely not pulling any at all on the cable and thus not pulling on its lever on the transmission until you step down on the gas pedal.

Adjusting the TV cable too tightly will make the shifts harsh which is harder on the transmission. Adjusting it too loose will make it harder to get it to downshift from 3rd to 2nd by stepping down on the gas pedal.

Hey I know this an old post but could you provide any info on how to preform an adjustment?
