98 TJ manual transmission is leaking where it’s wet in my picture, is the old RTV gasket the culprit or in there a seal inside there that is work causing the leak?

It’s mostly damp in the area I circled? The rear towards the transfer case is dry and the front towards the motor also dry
Shop told me the area I circled in red where you can see the old rtv silicon (orange)is what’s causing the leak down at the bottom, I thought I had got it fixed before but old shop just coated the bottom with silicon. I was told to take to transmission shop so they can remove the transmission and reseal it
